Harkcon CEO Kevin Harkins Joins Board of Directors

The National Coast Guard Museum Association (NCGMA) is pleased to announce that Harkcon, Inc., co-founder and CEO Kevin Harkins, Ph.D., U.S. Coast Guard (Ret.), has joined its Board of Directors.


"I am thrilled and honored to be able to play a role in ensuring the stand-up of the Museum as a Board member," Dr. Harkins said. "The Coast Guard is a uniquely American national gem, quietly and fervently serving for almost 230 years. Its positive impact in terms of lives and property saved, and the protection of our shores, cannot be overstated. The men and women of the Coast Guard deserve this recognition, and the Museum is long overdue."

A foremost expert in discerning the nature of work and creating an environment where people thrive, Dr. Harkins brings to the NCGMA Board more than 30 years of experience leading and consulting across a broad-spectrum of human performance improvement areas in the public and private sectors. His primary focus has been professional development including peak performance mindset, leadership development, management, occupational job task analysis, job specialty design, competency modeling, and training design and development.

In 2005, he co-founded Harkcon,  an award-winning service-disabled, veteran-owned business committed to providing comprehensive organizational and workforce performance analysis, training development & delivery, and performance support solutions in both domestic and international environments.

As CEO, Dr. Harkins has led the company through more than a decade of high productivity and steady expansion. In addition to winning multiple awards for growth, innovation, and new project development, the company has been recognized by Inc. Magazine as one of the fastest growing businesses in America for seven consecutive years. Harkcon’s clients have included the U.S. Coast Guard, Dept. of Homeland Security, Dept. of Energy, Dept. of State, Dept. of Commerce, Federal Bureau of Investigation, Liquid Robotics, and Kaiser Permanente.

Dr. Harkins also co-founded Harkcon Academy, a high-end training and professional development center of excellence, which provides clients with pertinent, purposeful and practical courses designed to give them the skills Harkcon uses in its consulting and project management work. In so doing, Harkcon Academy moves from serving clients’ immediate needs to equipping them to take on their own long-term challenges.

Dr. Harkins is a retired U.S. Coast Guard officer, having served for 24 years, seven of which were at sea on three ships including as Commanding Officer and Operations Officer, and while ashore, as Chief, Military Personnel Policy and Standards Division.

About the National Coast Guard Museum Association, Inc.

The National Coast Guard Museum Association, Inc. will educate the public about the evolution of the maritime and military history of the United States Coast Guard (USCG) and its contributions to America by designing, constructing, and developing programming for a museum. The Museum, currently in the schematic design phase, to be built along the historic waterfront of downtown New London, CT, will tell America's maritime story, and explore the USCG’s rich history, current impact on our nation and the world, and its future service through interactive exhibits, programs, public and private partnerships, and STEM-based, lifelong learning experiences. The NCGMA is achieving this through a campaign to raise $50 million or more from private sources and through the coordination of the commitment of $30 million in federal funding and $20 million in Connecticut state funding. Once established, the fully operational Museum will be gifted to the USCG.
